What is a CHAS Blue card?

The Community Health Assist Scheme (CHAS) is a Ministry of Health (MOH) scheme that subsidises healthcare costs for Singapore Citizens at participating General Practitioner (GP) and dental clinics. CHAS issues cards in three tiers — Blue, Orange, and Green — based on household monthly income per person and the Annual Value of the household’s residence, used as a proxy where income information is unavailable. The CHAS Blue card is awarded to the lowest-income tier, currently households with monthly income per person of $1,500 or below, or an Annual Value of residence of $21,000 or below, and it carries the highest level of subsidy of the three standard tiers. Public Assistance cardholders receive CHAS Blue-equivalent benefits automatically.

CHAS Blue subsidises a defined set of services at CHAS-participating clinics: GP consultations for common illnesses, selected vaccinations, childhood developmental screening, and management of chronic conditions under the Chronic Disease Management Programme (CDMP), which covers conditions such as diabetes, hypertension, and high cholesterol at capped subsidy amounts per visit. CHAS Blue also subsidises a range of dental procedures, including consultations, cleaning, extractions, fillings, and more extensive restorative work, at participating dental clinics. Because CHAS is scoped specifically to GP and dental care, it does not appear in, and does not extend to, any allied health service category.

CHAS does not subsidise physiotherapy, including physiotherapy provided at home. This is not specific to HomePhysioUnited — no private home physiotherapy provider can be a CHAS-participating provider under the scheme as it is currently structured, since CHAS benefits apply only at GP and dental clinics. Physiotherapy is instead paid for privately, through insurance where a policy covers it, or in some settings through MediSave for doctor-ordered care.
